How about the nailgun? Most of the baddies in this game have a specific weapon which causes them the most damage. If this is the first fire guy you've met, he's probably the hardest due to the lack of space to maneuver. Just try to stay out of range around the corner or something. If all else fails, fucking cheat. You'll be more of a tool if you get frustrated and quit than if you use a cheat code to give you a flak jacket so you can beat him.
